I budgeted Athens in euros. The number that cost me was measured in days.
If you want a standard rental contract in Greece, expect the landlord to ask for an AFM, the Greek tax identification number. You can apply for an AFM and a TAXISnet authentication key online, then verify your identity by video call or at a tax office. The number itself is not Greek tax residency, and getting one does not start the 183-day clock. It is simply the identifier that lets the Greek tax system attach your name to the lease.
That is the short answer. My version took eleven days, one tax representative, one video call and more dependency management than the apartment itself. Before I reached that point, thirty-one nights in Athens had already come in €248 over my spreadsheet because I had missed a separate charge of €8 per night. I had budgeted the city. I had not budgeted the billing unit.

The extra Athens accommodation fee
Greece charges a climate crisis resilience fee on accommodation. For properties offered as short-term rentals, the rate is €8 per daily use from April to October and €2 from November to March. The charge applies per room or apartment, not per guest. A detached house over 80 square metres carries a higher rate.
That distinction was my €248 mistake. Thirty-one September nights meant thirty-one charges of eight euros. Travelling alone did not reduce it, and staying longer did not spread it out in the way a one-off cleaning fee would. The host collects the fee, issues the relevant receipt and reports it to the tax authority. It was not a platform surcharge or a host inventing a line item. It was the tax working exactly as designed.
The useful budgeting rule is simple: whenever accommodation is priced by the night, check whether the local tax is also priced by the night. Read the unit, not only the rate.
When a Greek rental stops being short term
Greek law defines a short-term rental as a letting of less than 60 days when the host provides no services beyond accommodation and bed linen. The definition applies whether or not the property was booked through a digital platform. Short-term properties must normally appear in the relevant register and display their registration number.
A stay of 60 days or more falls outside that specific short-term-rental definition. That does not mean every longer agreement is identical, or that duration is the only legal question. It means the paperwork and tax treatment can change, so the contract should be checked as a standard lease rather than treated as a longer Airbnb booking.
Athens adds a supply complication. New short-term-rental registrations in the first three municipal districts were suspended from 2025, and the restriction has been extended through 2026. Existing registered properties can continue to operate, but new supply in those central districts is restricted. For somebody looking beyond a tourist stay, a standard lease therefore becomes relevant quickly.
Why an Athens lease needs an AFM
A landlord registers the details of a standard property lease with the Greek tax authority through myAADE. The declaration records the property, rent, duration, start date and tenant. In practice, the landlord will normally need the tenant’s AFM to submit it against the correct person.
The tenant then receives a notice in myAADE and can accept or reject the declaration using personal TAXISnet credentials. This is where many guides overstate the rule. You do not have to click Accept for the declaration to survive. Under the process introduced in 2025, you have 30 days to accept or reject it; if you do nothing, it is treated as accepted. You still need an AFM to be identified correctly in the system, and TAXISnet access is useful if the declaration is wrong.
I had assumed a Greek tax number was something for people settling permanently. For this purpose it was more ordinary: it was the identifier needed to connect me to a lease. The money could already move in euros. The identity record was the actual gate.
How to get an AFM in Greece
The official route combines the AFM application with the request for an authentication key. That key is what lets you activate access to TAXISnet and use myAADE services.
Prepare the documents
The exact documents depend on your nationality and residence status. The core set includes a valid passport or accepted identity document, personal and contact details, and the information requested in the online form. Third-country nationals living in Greece may also need evidence of lawful residence.
If you are a tax resident abroad and do not have a Greek postal address, the official process provides for a Greek tax representative. The appointment and the representative’s acceptance require the relevant signed declarations or power-of-attorney documentation. Supporting documents may need an official Greek translation.
Submit the online application
Start through the TIN and Authentication Key application on the myAADE portal. The same application requests both the AFM and the authentication key, so you are not completing two unrelated registrations. After submission, keep the application or registration number because you will need it for the identification appointment.
Verify your identity
You can identify yourself by scheduled video call through myAADElive or by attending a tax office in person. The video call can be conducted in Greek or English. AADE does not allow an interpreter or translator to join the call, so choose the in-person or representative route if neither language is workable for you.
Receive the AFM and authentication key
After successful identification, AADE sends the AFM certificate, authentication key and access information to the registered email address. Save the certificate. A landlord, bank, employer or public service may ask for the document rather than only the nine-digit number.
How long the AFM process takes
There is no useful universal promise. The online form is short; the dependencies are not. A non-resident may first need a tax representative, signed declarations and translated documents. Appointment availability can add another delay. My sequence took eleven days from starting the paperwork to receiving the number.
The official application did not create the cost problem for me. Waiting for one step before the next could begin did. If a lease depends on the AFM, start before you agree a move-in date. Treat the number as a prerequisite, not an errand for the afternoon before signing.
AFM and Greek tax residency
Getting an AFM does not automatically make you tax-resident in Greece. The AFM is an identifier. Tax residency is determined separately under the Greek Income Tax Code and any applicable tax treaty.
Greek law considers factors including permanent or principal residence, habitual abode and the centre of a person’s vital interests. It also contains an objective day-count rule: presence in Greece exceeding 183 days, cumulatively, during any twelve-month period generally makes a person tax-resident from the first day of that presence. There is an exception for certain exclusively tourist, medical, therapeutic or similar private stays of no more than 365 days, but a remote worker should not assume that exception covers working from Greece.
EU citizens have a separate immigration-registration issue. Those intending to reside in Greece for more than three months are generally required to register with the competent authorities, subject to the conditions that apply to their status. That registration and tax residency are not the same test.
Do you need a Greek bank account for the lease
The myAADE lease declaration is about the property, landlord, tenant and contract. It does not require the tenant to open a Greek bank account simply to accept or review the declaration. The landlord may still specify an agreed payment method, and banking rules can change, so confirm the payment details before signing.
I decided not to open a Greek account. My euros were already in Quppy, and the rent payment itself was the uncomplicated part. An additional account would have added appointments and document checks without solving the step that was blocking me. In my case, the AFM unlocked the lease; another IBAN did not.
The Athens budget in two columns
The visible error in my Athens budget was €248: thirty-one nights multiplied by a fee of eight euros. The less visible cost was eleven days spent assembling the identity and access needed for the next kind of stay.
That is the honest ledger for a longer stay in Athens. One column holds rent, nightly fees and coffee. The other holds the sequence: representative, application, appointment, certificate, lease declaration. The first column tells you whether the city is affordable. The second tells you when you can actually move in.
Frequently asked questions
Do tourists need an AFM in Greece
A visitor booking ordinary tourist accommodation does not normally need an AFM merely to stay in Greece. The number becomes relevant when you enter processes such as a standard registered lease, employment, property ownership or other dealings with the Greek tax system.
Can a non resident get an AFM
Yes. The official application is available regardless of tax residence. A person living abroad may need to appoint a Greek tax representative, particularly when there is no Greek postal address to register.
Is an AFM free
AADE did not charge me for issuing the number through the official route. A lawyer, accountant, translator or commercial application service may charge for representation or document handling. Those service fees are separate from the AFM itself.
Does an AFM make you a Greek tax resident
No. It gives you a Greek tax identifier. Residency depends on separate legal tests, including personal and economic ties and, in many cases, the 183-day rule.
